Project Background

While Hong Kong is renowned for its advanced public healthcare system, it faces the heavy healthcare burden brought by the aging population. From 2020 to 2022, there are around 60 to 90 drugs with new chemical entities approved annually. Considering the rapid advancement of medical technology and the increasing availability of therapies to address diverse health needs, it is crucial to strike a balance between the costs and benefits of new medicines. This balance becomes particularly important for patients with aging and non-communicable diseases that place a long-term burden on the healthcare system. To address this challenge, a comprehensive approach such as Health Technology Assessment (HTA) mechanism is potentially beneficial.

Project Objectives

SCAN-2030 aims to establish a living pipeline of global innovative medicines and the prioritization criteria for facilitating and optimizing the decision-making process. SCAN-2030 has three interlinked packages:
